What is a LUAC?

A Large User Abatement Certificate (LUAC) is a type of abatement certificate created under the Greenhouse Gas Reduction Scheme (GGAS). LUACs were created by large electricity customers for reducing on-site emissions of greenhouse gases from (non-electricity related) industrial processes at their sites.

What can I do with my LUACs?

As an owner of a LUAC, you can:

  • transfer them on the sale of the business to the new owner of the business
  • voluntarily surrender them to the Scheme Regulator.

How to transfer or voluntarily surrender

To transfer or surrender a LUAC, email ess@ipart.nsw.gov.au, and include the following information:

  • details of the certificates you wish to transfer/surrender
  • proof of the sale of the business, including details of the purchaser (for a transfer only)
  • proof of identity
  • proof of authority to act on behalf of the entity that owns the LUAC.

Depending on the circumstances of the transfer or surrender, we may ask for additional information. Once the transfer or voluntary surrender is approved/accepted by the Scheme Administrator, we will update the Registry accordingly.

LUAC Registry

The LUAC Registry is kept as an excel spreadsheet and provides the following information about each certificate batch:

  • Date created
  • Name of the creator and holder of the certificates
  • Name of the creator’s accreditation
  • Name of the project that the LUAC relates to
  • The batch’s vintage
  • The quantity of LUACs in the batch
  • The status of the batch
  • The grouping and sector of the project.
