What has the council proposed?
Blacktown City Council proposes to levy almost $324 million in developer contributions to provide the local infrastructure needed to service the Schofields precinct.
Overview of our findings
We found that all the infrastructure costs in the plan are essential and reasonable.
Our final recommendations
We recommend that the council should apply the Land Value Index (LVI) to the proportion of the contribution rates that represents the value of land not yet purchased, at the time the contributions plan is adopted.
The council should also set out in the plan that, should the LVI series become unavailable, the Consumer Price Index will be used to escalate the proportion of contribution rates that represent land purchase costs.
