IPART has completed its assessment of Blacktown City Council’s Schofields Precinct Section 7.11 Development Contributions Plan (CP24).
The council has prepared CP24 to collect contributions from new residential and non-residential development in the Schofields Precinct. These contributions will fund upgrades to infrastructure in the area to accommodate an expected increase in population of about 10,000 people.
This is the third time IPART has reviewed CP24. The plan was first submitted for assessment in 2014. A subsequent revision was submitted in 2018. In the 2018 assessment, IPART recommended the council should undertake a comprehensive revision of CP24. The 2022 version of CP24 incorporates this revision for IPART to review.
Our assessment considered whether CP24 meets the criteria as set out in the Department of Planning and Environment’s Practice Note.
We published a Final Report on our assessment findings and recommendations. Our recommendations relate to the council’s proposal to apply a land value index to land that is yet to be acquired in the plan.
We have provided our final assessment and recommendations to the Minister. The Minister, or their Nominee, will advise the council on any changes it needs to make prior to adopting the plan. The council will then be entitled to charge the applicable contributions rates in CP24.
