Flow Systems Pty Ltd has applied to vary its retail supplier’s licence (number 13_001R). The application seeks to vary the existing licence to extend the provision of sewerage, drinking water and recycled water services to additional customers and provide additional recycled water end uses. Flow Systems Operations Pty Ltd has also applied to vary its network operator’s licence (number 17_042) for the Shepherds Bay scheme.

We assess each application against the criteria outlined in section 10(4) of the Water Industry Competition Act 2006 (WIC Act) to determine if the Minister should grant a licence variation.
The submission period was open from 24 October to 21 November 2019 (inclusive).
We considered feedback from stakeholders and made a recommendation to the Minister on whether to grant the licence variation. Our recommendation included proposed licence conditions.
