Catherine Hill Bay Water Utility Pty Ltd applied to vary its network operator’s licence (Licence Number 16_035) to expand its current area of operations to construct and operate a proposed pipeline to transfer surplus recycled water to Central Coast Council’s Gwandalan Wastewater Treatment Plant. The application also seeks to include additional recycled water end uses.

This licence variation application is independent of the previous variation application that was withdrawn in April 2019.

The Catherine Hill Bay scheme is located within the Lake Macquarie City Council. The proposed surplus recycled water transfer main is in both the Lake Macquarie and the Central Coast Council Local Government Areas.

We assess each application against the criteria outlined in section 10(4) of the Water Industry Competition Act 2006 (WIC Act) to determine if the Minister should grant a licence variation.

The public consultation period was 11 December 2019 to 12 February 2020, inclusive.

We have considered stakeholder feedback and have made a recommendation to the Minister on whether to grant the licence variation. Our recommendation included proposed licence conditions.
