IPART held a public hearing on 18 July 2023 to seek feedback on the Draft Report for the review of the rate peg methodology
On 6 June 2023, we released our Draft Report that sets out our draft decisions on the rate peg methodology and other matters for further consideration.
On 18 July 2023, we held an online public hearing as part of our stakeholder consultation process. The public hearing gave stakeholders another opportunity to have their say on our review before we submit our Final Report to the Minister by 31 August 2023.
The public hearing had 3 sessions:
- Session 1 was a discussion of key draft decisions on measuring changes in councils’ base costs.
- Session 2 was a discussion of key draft decisions on other adjustments (such as Emergency Services Levy, external costs, population and productivity factors).
- Session 3 was a discussion of key draft decisions on transition arrangements and matters for further consideration.
Each session included a question and answer discussion following an introductory presentation from IPART, where stakeholders could raise comments or ask questions on key draft decisions.

Thank you to all stakeholders who participated in our public hearing
We are grateful to everyone who attended our public hearing and shared their views with the Tribunal. We also thank everyone who made a submission to our Issues Paper and Draft Report.
We have listened to stakeholders’ views and we will consider all feedback and comments when we make our final decisions and recommendations for our Final Report, to be submitted to the Minister by 31 August 2023.
