The Chair of the Independent Pricing and Regulatory Tribunal (IPART), Carmel Donnelly PSM, has announced that Andrew Nicholls PSM has been appointed as the new Chief Executive Officer of IPART.

Andrew is a highly experienced public sector executive leader with substantial expertise in regulation, public policy, legislative and operational reform, organisational strategy and customer service. He has worked in a range of NSW portfolios including transport, better regulation, finance, environment, natural resources and land management.

Since 2017, Andrew has held leadership positions within the Environment portfolio, including acting as the head of the National Parks and Wildlife Service (NPWS), leading the business transformation of NPWS and establishing the strategy and performance division of the former Office of Environment and Heritage.

Prior to that, Andrew successfully led the reform of CTP insurance at the State Insurance Regulatory Authority from 2015 to 2017 and was agency head of the Motor Accidents Authority for 5 years. Andrew previously led the Policy and Reform Division at Transport for NSW where he delivered key transport reforms.

In 2018, Andrew was awarded the Public Service Medal for his contributions to transport and insurance in NSW. He is an Executive Fellow of the Australia and New Zealand School of Government (ANZSOG), and holds an Executive Masters Degree in Public Administration, a Masters Degree in Management and an Honours Degree majoring in government. He is also a past Vice President and Councillor of the NSW Institute of Public Administration Australia.

Andrew Nicholls PSM will commence at IPART on 30 January 2023.

Ms Donnelly thanked IPART executives Michelle Coco and Ben Strate for acting as CEO following the departure of IPART’s previous CEO, Liz Livingstone, who has joined NSW Treasury as a Deputy Secretary.
