IPART has established the Council Reference Group (CRG) on the implementation of the rate peg methodology.
The CRG is a consultative body — it will play an important role in informing the Tribunal about issues related to the rate peg methodology, but it is not a decision-making body. The purpose of the group is to identify any practical issues or unintended consequences that might arise from the implementation of the rate peg methodology and impact communities. The CRG will provide a forum for identifying opportunities for addressing current and emergent issues.
As set out in the Terms of Reference, the group will comprise representatives from IPART’s Secretariat, the Office of Local Government (OLG), Local Government NSW (LGNSW) and at least 10 members including local government representatives (such as council staff) and local government experts.
IPART appointed 14 members with 2 from the OLG, 2 from LGNSW and 10 local government representatives. These were based on nominations from the OLG and LGNSW in early July.
The IPART Secretariat will facilitate the CRG and report to the Tribunal on matters discussed by the CRG.
Change to the Terms of Reference
We have published an amended Terms of Reference to state that IPART will publish communiques instead of minutes on its website. These communiques do not attribute what is said at meetings to speakers and protect the identity of participants to enable wider sharing and consultation on issues raised.
IPART will continue to publish CRG agendas on the website.
A copy of the old Terms of Reference published 21 June is available here.
