IPART is seeking stakeholder views to inform its assessment of the efficient costs of providing stormwater drainage services to the Mamre Road Precinct, and how these costs should be recovered from developers, taxpayers or other parties.
The Mamre Road Precinct is a new industrial area, strategically located along the Wianamatta South Creek corridor and near the Western Sydney Airport. It is earmarked to become a hub for warehousing and logistics as part of the city shaping investment in the Western Sydney Aerotropolis. Sydney Water is responsible for delivering a regional stormwater network in the precinct, consistent with the Government’s objectives of creating a cool and green Western Parkland City.
IPART Tribunal member Jonathan Coppel said that in most parts of Sydney, including areas adjacent to the Western Sydney Aerotropolis, stormwater is managed by councils typically using grey infrastructure such as concrete channels.
“While the blue-green stormwater infrastructure proposed by Sydney Water for the Mamre Road Precinct provides wider benefits to the community and environment to promote urban liveability, it typically comes at a higher cost than most traditional stormwater services,” Mr Coppel said.
“We want to ensure Sydney Water delivers fit-for-purpose stormwater infrastructure that preserves the natural environment consistent with the Government’s objectives, at a price that allows efficient economic development to proceed in the Mamre Road Precinct.”
Mr Coppel noted that IPART is seeking views early in the review.
“We are keen to hear from stakeholders now, so we can understand the issues and impact of Sydney Water’s Mamre Road Precinct stormwater scheme plan on affected parties. We would like to hear from a wide range of stakeholders, including developers, landowners, environmental advocates, local councils, government agencies and any other interested parties.”
IPART has released an Issues Paper and stakeholders can make written submissions by Monday 20 May 2024. IPART will consider all input before releasing a Draft Report in July 2024 and a Public Hearing for stakeholder feedback in August 2024. IPART will provide a Final Report to the Secretary for the Department of Climate Change, Energy, the Environment and Water in September 2024.
