IPART has released a Final Report on the Review of Wollongong City Council’s West Dapto Contributions Plan 2024.
What has the council proposed?
The council proposes to levy a contribution rate of $79,318 for a typical house. In total it would raise around $1.57 billion in contributions from developers over almost 60 years. The council will use the contributions it collects to fund open space, stormwater management and transport infrastructure, as well as land acquisitions needed to support development in the precinct.
Overview of our findings and recommendations
IPART found that the infrastructure and costs in the plan are essential, reasonable and that community liaison has occurred. IPART has made recommendations for the council to address when it next reviews the West Dapto Contributions Plan. These recommendations include reviewing the scope and costs of stormwater works and including a land acquisition allowance. We have also recommended the council amend the plan if any grant funding is received for infrastructure in the plan.
What happens next?
We have provided our final assessment and recommendations to the Minister. The Minister, or their Nominee, will advise the council on any changes it needs to make prior to adopting the plan. The council will then be entitled to charge the applicable contributions rates in the West Dapto Urban Release Area.
