What has the council proposed?
Wollongong City Council proposes to levy a total of around $1.57 billion in developer contributions to provide the local infrastructure needed to service the West Dapto Urban Release Area. This would result in a contributions rate of $79,318 per average dwelling.
Overview of our findings
We found that most of the infrastructure costs in the plan are essential, reasonable and that community liaison has occurred. We have recommended the council review a number of aspects of the plan prior to their next submission to IPART.
Our recommendations
We have made draft recommendations to review the scope and costs of stormwater works and to adjust the cost of works for any grant funding received. We have also recommended the council review the inclusion of land acquisition allowance costs and to include more information regarding developer provided local parks during the council’s next submission.
