IPART has released a draft report on our review of NSW’s competitive neutrality policy. The Draft Report puts forward 30 draft recommendations aimed at improving the policy.

Competitive neutrality policy sets the rules government businesses must follow when they compete with other businesses. It prevents them from using the advantages of government ownership (such as, cheaper finance, not paying taxes or not needing to make a profit) to push competing businesses out of the market.

We are seeking feedback on the draft recommendations before finalising our review in 2023. Submissions on the draft report close on 24 February 2023.
