IPART engaged consultants, Frontier Economics, to estimate the efficient costs for Water NSW to manage revenue volatility caused by uncertain water sales through self-insurance. This addendum report updates the cost estimates in the consultant’s final report and responds to comments from stakeholders to IPART’s Draft Report. It also includes new Frontier Economics’ estimates of managing this risk through an asymmetric insurance product.
