Extensive experience

Carmel is an experienced chief executive, board member and regulator with over 35 years public sector experience.

In her time at SIRA, Carmel led a number of significant reform processes:

  • Implementing the NSW Government’s 2017 reforms to the CTP scheme which provided broader coverage for people injured on the roads and more affordable premiums
  • Strengthening SIRA’s regulatory approach to protect customers
  • And holding insurers accountable through increased public reporting, regulatory supervision and enforcement.

Focus on service delivery and affordability

Carmel’s career has been focused on improving financial, economic, health and social outcomes for both individual customers and the broader NSW community. 

For nine years she was an executive in the critical service delivery setting of the emergency services.

In her more recent roles in insurance regulation, Carmel led supervision of service delivery and affordability for customers while promoting efficiency and viability.

Carmel’s expertise in public policy and regulation includes leading strategic reviews and policy analysis to providing advice to government and implementing significant reform.
