IPART has been asked by the NSW Government to look into ways that the billing of bulk water charges might be better matched to business cash flows and methods of determining the Government cost share for bulk water charges in NSW that will be determined by the Australian Competition and Consumer Commission. This paper explores potential options and presents our preliminary views on preferred options. We are seeking input to our analysis and feedback on our preliminary views.
