This report presents WorleyParsons’ (an independent consultant engaged by IPART) findings on its review of the Sydney Catchment Authority’s (SCA) capital and operating expenditure over 2005/06 to 2012/13. It makes recommendations on SCA’s prudent and efficient expenditure levels over this period, for the purposes of informing IPART’s determination of SCA’s prices over the upcoming regulatory period (2009/10 to 2011/12)
