In applying sewerage usage prices to non-residential customers, the volume of sewerage discharged by a customer is estimated by applying a discharge factor to the customer’s water consumption. Discharge factors are also applied to non-residential sewerage service charges. In this review, we considered whether discharge factors for the same type of customer should be uniform across the water utilities that we regulate. We consulted on this issue and released our Final Report in December 2014.
