The draft report outlines the recommendations for the proposed operating licence and accompanying reporting manual. It includes our reasoning, informed by stakeholder input through the review’s consultation process. The report summarises issues relevant to the operating licence and reporting manual and the options considered to address these issues. The report also takes into consideration stakeholders’ views, an assessment of relative costs and benefits in relation to the options considered, and finally our preferred options and recommendations.
