These Guidelines, prepared by the Tribunal, are designed to provide information and guidance to rail infrastructure owners, access seekers and interested parties in relation to the Tribunal’s annual review of compliance under the NSW Rail Access Undertaking.
Following consultation by the Tribunal on the appropriate measure for major periodic maintenance (MPM) cost in assessing compliance with the ceiling test (undertaken as part of its 2005/06 review), the Tribunal has made revisions to the Guidelines to reflect its consideration of this matter. Revisions comprise the addition of new paragraphs 2.6 and 2.7, and footnotes 5, 6 and 12.
