The Independent Pricing and Regulatory Tribunal (the Tribunal) has been asked to recommend which functions of the NSW rail safety regulator, the Transport Safety Bureau (TSB), should be subject to cost recovery and by what method these costs should be recovered from participants.
The Tribunal’s review arises from the concerns of industry and major users of rail services that the overall costs of achieving accreditation are acting as a barrier to entry, not only for new participants but also for the expansion of services by existing participants.
