The Independent Pricing and Regulatory Tribunal (IPART) has been requested by Government to review specific aspects of the NSW Rail Access Regime (the Regime). This Regime enables qualified train operators to use the public rail track for an access charge. The Rail Access Corporation (RAC), is the Government body which has been established to manage the track in NSW. The Regime contains a set of pricing principles which RAC must use to calculate the minimum (floor test) price and the maximum (ceiling test) price for access. RAC and train operators then proceed with negotiation of final prices within these bounds.
