Summary

The final report quantifies the change in total factor productivity at 14 NSW state-owned corporations (SOCs) in recent years. It then attempts to identify the factors that have affected the behaviour of productivity with a view to recommending ways that SOC performance might be improved. The key finding is that productivity performance has varied widely, being most adversely affected if the corporation was in a slow-growth sector, or was undertaking significant capital expansion, or was required to meet higher service standards or faced supply disruptions that retarded output growth relative to its inputs. The methodology paper explains how we calculated total factor productivity and summarised 66 previous studies on factors that affect productivity.
