IPART conducted a survey of residential water, electricity and gas consumers in the Sydney metropolitan, Blue Mountains and Illawarra areas. We obtained matching consumption data from the utilities for 2,192 households. The survey data allowed us to explore the relationship between water, electricity and gas consumption and a range of socio-economic, demographic and behavioural characteristics at the household level. We also collected information about households’ use of public transport and about households's experience of financial difficulty paying their utility bills. In addition, the survey provided some insights into residential customers’ experience of competition in the retail energy market.
