In 2010, IPART released an information paper setting out our views at the time on how different types of affordability concerns for utility services and public transport could be addressed. Note that this information paper is no longer applicable. For each review where we are required to consider affordability, we will do so in accordance with our legislative requirements. The paper provided a framework for considering these issues and drew on practical examples to show how we have done this in past decisions.
