Intrastate air services form an integral part of the state transport network. In most cases they compete with services provided by other modes of transport (eg roads, rail). However, for remote areas air services often provide the only practicable rapid means of long distance transportation. They are relied on not only for the transportation of community members and visitors, but also for providing food and other goods and services. Given the important role of air services, it is essential that they be provided efficiently and that any impediments to competition be removed unless the benefits of restricting competition outweigh the benefits obtainable from competition.
