IPART has prepared an information paper to show the main drivers of costs in each of the 5 contributions plans that we completed in October 2011 and September 2012. To date, IPART has only reviewed plans in 2 council areas – Blacktown City Council and the Hills Shire Council. The analysis indicates that the reasonable cost of infrastructure can vary significantly between development areas.
