This report explains our Determination for Willoughby City Council’s minimum rate application for 2012/13. IPART is responsible for setting the amount by which councils can increase their general income each year. We set a rate peg amount each year that applies to all councils. Councils must also apply if they wish to increase their minimum rates above the statutory limit. We are required to assess these applications against criteria set by the government.
