
IPART will commence its assessment of The Hills Shire Council’s revised Contributions Plan No. 15 - Box Hill Precinct 2025 (CP15). This will be the 6th time that IPART has assessed CP15.
Our assessment will consider whether CP15 meets the criteria as set out in the Department of Planning, Housing and Infrastructure’s Practice Note. We will publish a Draft Report on our assessment findings and recommendations. At that time, we will welcome submissions from any interested parties.
The Hills Shire Council has amended CP15, with the total cost shifting from around $1.08 billion to $1.14 billion. Updates to the plan include indexation, revised land acquisition extents, revised timing, updating actual expenditure, reflecting issued approvals since completion of the last review, modelling updates to reflect IPART’s updated guidance and minor administrative amendments. Contributions under CP15 will continue to fund upgrades to infrastructure in the area to meet a projected population increase of almost 49,000 people. This will affect future and existing residents, local businesses and developers.
We will provide our final assessment and recommendations to the Minister of Planning and Public Spaces. The Minister, or their Nominee, will advise the council on any changes it needs to make prior to adopting the plan. The council will then be entitled to charge the applicable contributions rates under CP15.
