This study has been prepared to assist the Independent Pricing and Regulatory Tribunal of NSW (IPART) assess the efficient costs of local councils providing development control services, particularly the processing of Development Applications (DAs), Building Applications (BAs) and Subdivision Applications (SAs). SAs have been included for the purpose of this study as a category in DAs. The
consultant’s role in this project was to undertake a case study review of a sample of eight councils nominated by the Local Government and Shires Associations (LGSA), and to provide information regarding these case studies.
