IPART is currently reviewing regulated retail electricity tariffs and charges in NSW and will make a new determination for the period 1 July 2010 to 30 June 2013.
This draft methodology paper sets out IPART's detailed preliminary thinking in relation to estimating the major retail costs an efficient Standard Retailer will incur in supplying small retail customers on regulated tariffs over the 2010 to 2013 determination period. It also looks at specific elements of the regulatory framework. This paper does not cover all issues associated with the regulatory framework or costs, but focuses on the more technical and substantive aspects that IPART is seeking specific comment on.
