Under the current regulatory regimes, gas and electricity utilities in NSW are required to meet Guaranteed Customer Service Standards (GCSS) and to collect and report on a range of operating statistics. GCSS establish the minimum standard of service that a utility must provide to all small retail customers in a range of service areas. Some GCSS include a requirement to make a specified payment to the customer if the utility fails to meet this standard. Operating statistics are measures that indicate how well a utility is performing in a range of service quality areas.
