Terms of Reference - Review of Integral Energy Public Lighting capital expenditure and operating expenditure

As part of its assessment of IE’s 2007 public lighting proposal, the Tribunal seeks the assistance of a consultant to establish the extent to which the operating and capital expenditure projections underlying IE’s proposal represent efficient expenditure. The objectives of the study and the deliverables are outlined in the terms of reference.
