Reports on the role of distribution network pricing in demand management. Proposes treating distribution networks as part of an energy services market. Argues that distribution network pricing is critical to supply and demand responses. Proposes that pricing be integral to DNSP network planning and investment. Suggests that regulation can help set practical pricing priorities, but questions the value of prescriptive price control. Invites submissions from interested parties by 5 April 2002.
