In July 1997, the Independent Pricing and Regulatory Tribunal (IPART) released its determination on the AGL Gas Networks Limited (AGLGN) access undertaking for the period up to 30 June 1999. The 1997 undertaking included a determination of the Initial Capital Base (ICB) and forecast capital expenditure (Capex) for the purposes of setting gas transportation charges over the distribution network of AGLGN. In the 1997 undertaking IPART reserved its position on the ICB due to uncertainty surrounding its value.
