IPART's report to the Minister

IPART monitors gas network operators' compliance with their authorisation and licences.

We also report to the Minister each year on gas authorisation and licence holders' compliance with the conditions of their authorisations and licences.

We publish our annual report on energy network operator compliance after it is laid in Parliament by the Minister.

Compliance and Enforcement Policy

Compliance and Enforcement Policy applies to our regulatory function for NSW gas reticulators and distributors. It sets out our: 

  • principles of compliance and enforcement
  • regulatory model
  • compliance approach, and
  • enforcement action decision-making framework.

IPART will follow the procedures outlined in this policy when investigating compliance matters and when considering taking enforcement action. 

Memorandum of Understanding

IPART and the Energy and Water Ombudsman (EWON) entered into a Memorandum of Understanding (MOU) in 2005 to avoid duplication of effort and achieve a consistent approach on common issues. We updated the MOU in 2017 to reflect IPART's changed energy licensing regulatory responsibilities.
