IPART engaged SRC International (SRCI) to conduct a review of retail contestability for low-volume electricity consumers so as to:
· assist IPART in its review of the NSW electricity industry;
· better inform the Tribunal of the issues and costs involved in the introduction of contestability for low-volume consumers, such as residential customers;
· help the Tribunal contribute to the discussion of these issues and the development of the approach to be adopted in introducing contestability for low-volume consumers; and
· assist the Tribunal in assessing whether any default regulation will be needed post-contestability
and, if so, what form it should take.
