A pre-requisite for effective competition in the supply of energy services is that existing and potential competitors have access on reasonable terms to the distribution and transmission systems. The Tribunal in its March 1996 Electricity Prices indicated its preferred approach to network access is to allow negotiation among the involved parties. In his report on competition policy Professor Hilmer also endorsed that access regimes should be based on negotiation between the relevant parties.
