This report is the Tribunal’s third report on licence compliance, and relates to the period 1 July 2001 to 30 June 2002. Its key finding is that there were 63 identified non-compliances with licence obligations during the reporting period. This level of non-compliance is significantly higher than in previous years. However, given that full retail competition (FRC) was introduced during this period, together with a range of new and revised licence obligations designed to support it, the Tribunal believes this outcome is more likely to indicate transitional, rather than systemic, licence compliance issues.
