Ring fencing will be very important as the New South Wales electricity industry makes the transition to full retail contestability.
Clause 6.20 of the National Electricity Code requires the Tribunal, as the Jurisdictional Regulator for New South Wales, to develop and publish ring fencing guidelines. The guidelines must provide for the accounting and functional separation of prescribed distribution services from other services provided by electricity distribution businesses.
